Councilmember Richard Angel was born in East LA and moved to South El Monte in 1970. He and his wife Roseanne Angel have raised 3 sons and 6 grandsons and have made South El Monte their home ever since. He attended Garfield Highschool and East LA College, and went on to work for Caltrans Department of Transportation for 39 years. He has since then retired and is now focused on making South El Monte a safer and thriving community.
Councilmember Angel was appointed on May 31, 2017 as Councilmember to the City of South El Monte and Elected on November 7, 2017. He was appointed Mayor Pro Tem from December 12, 2107 to January 8, 2019. He currently serves as Alternate for the California Contract Cities Association, California Joint Powers Insurance Authority, Los Angeles County City Selection Committee, Metropolitan Transit Authority, San Gabriel Valley Council of Governments, San Gabriel Valley Economic Partnership, Sanitation District, and Southeast Area Animal Control.
Councilmember Angel has previously served as Community Services Commissioner and Planning Commission for the City of South El Monte and was a Schoolboard member at Valle Lindo School District for 22 years. He was instrumental in making the District a reputable district with awards obtained during his tenure such as the Golden Ribbon Award, Title I Academic Achievement Award, California Gold Ribbon School, California Distinguished School and an AVID Schoolwide Site of Distinction, as well as the recipient of many awards, including the California School Boards Association Golden Bell Award and California Business Council Excellence in Education Award. His vision in making the district a success was achieved.
Councilmember Angel has also volunteered his time to coach East LA Pop Warner, El Monte/South El Monte JETS Football, South El Monte Little League and has in the past Coached football for Cantwell High, South El Monte High, Garfield and Torres High School. His passion for Coaching has elevated and motivated many students that still come back to thank him to this day.
